You need to win a Match as the Mongols without that Khan (scout) is being killed. I just send khan to the corner of the map. Achievement popped when the victory banner was seen.
Play > Single Player > Skirmish > Create Game (these are the settings I used):
Mongols
Any easy A.I. (I played against the English).
Win conditions leave all on
Starting resources: Maximum
Starting Age: 1 (not sure if this matters)
Map State: Revealed
I just build 10 stables and mass spammed: Horseman to defeat the enemy. There shouldn't even be no need to go for Age 4, but I did that anyway.
Before attacking the enemy and while having more than 100 army you can use your khan and his abilities on your army within Khan's range to also receive (Took a while for me to pop, after the second skill I got it. First tried Q and then moved around with my army and then W and eventually it popped after 10 seconds or so):
