How to unlock the Sound Advice achievement in Age of Empires IV: Anniversary Edition - Definitive Guide

The Ottomans have a special mechanic called "Vizier". We can find it on the bottom left side of the screen displayed as a medal icon. If clicked on it there are 9 possible Imperial Council upgrades that each cost 1 Vizier Point.
These points are earned by advancing through the Ages but mainly by producing military units.
Start a solo Skirmish/Multiplayer game without any AI and set the starting resources to "max" and age to AGE I.
Next advance through the ages and choose the Landmark "Istanbul Imperial Palace" for AGE III.
This building will provide double the Vizier XP so we want to build it in an empty area and then surround it with military buildings like Barracks or Stables. Once those buildings are built we start producing the most expensive type of unit in each of them. If the population reached the maximum of 200, simply delete the units and keep building new ones.
Building these units will result in Vizier XP which then will result in Vizier Points every so often. These need to be spend on Imperial Council upgrades by simply clicking on one of the 9 available ones.
After unlocking 7 of them simply "surrender" (NOT quit) the game and the achievement should unlock.
