After trying to figure this one out for a while I was actually able to get it quite easily.
On the first story map "Rise of the Godir" I built up my relations with Sundren until they were at max.
I made a save before I did the next bit just so that I could undo it and not have to deal with any consequences
I then declared an unjustified war on her, immediately negotiated again to become her vassal and then immediately negotiated again to be released from vassalage, (I had to pay some gold).

It's even easier than that - I became a vassal, didn't have any way to reach the required relations, so I surrendered the game. And then was immediately awarded the achievement!

Easily done in Hotseat local multiplayer. Do an 3 player game; otherwise you may get a victory immediate upon vassalizing. Add a second human player, then set both factions exploring. Upon meeting, open negotiation to declare war, then ask for vassalage.
You can either request vassalage as the main faction, or ask for overlord status from the second. Either way, your main faction becomes vassal. After that, all you need do is open the diplomacy again as the overlord faction and choose to end vassalage as a gift. When you accept the gift from the main account, the achievement will unlock
