Once you have downloaded the message for The Extraction, you will then need to broadcast the message via the communications tower to Agent B. You'll need tape (found in Ruby's desk drawer) in order to fix the tower, allowing you to send the message. As soon as it has been broadcast, the trophy will unlock.
