One place I came across which gave me plenty of time is in the north/northwest part of the map in the Warehouse District.
I made a clip below showing where on the map it is, and how to approach the ramp. Simply line yourself up, boost with the
button, and once you're in the air, turn the left stick left or right and hold it until your car rotates fully around. As you can see in the clip, using this jump gives you plenty of time to straighten yourself out.
I used the the Hammerhead, which is a car you start off with and has a speed of 8, so no need to wait until later in the game to unlock a better car or anything.

Can confirm, the Hammerhead is fast enough to get this achievement using this method.

This is very easily achieved near the start of the game, along with 3 other achievements.

I can confirm that if you hit that pole on the left here and it causes you to flat spin, it counts as a 360 (I probably spun 2-3 times before landing). It took awhile for the achievement to actually unlock after it happened, but it works.

I was able to sloppily pull this off in the first agency vehicle you get in the game (the Hammerhead).
Go to the area of the map near the cursor in the below picture.
There's a ramp on both the east and west sides of that cursor. Give yourself enough room to get up to speed, accelerate and boost toward the ramp. Just as you're about to take off, boost off the right side of the ramp at an angle. You'll hit an upright beam and hopefully give yourself ample opportunity to complete a full 360. I got lucky and did it on my second try.

When you are in mid air hold the A button and push the analog stick to turn the car left or right

You could also just do a back/front flip, as apparently by 360 they mean any direction. Found this out by doing a back flip and popping the achievement.

This requires you to complete a 360 degree turn in the area. This is NOT a barrel roll. In order to execute this properly, come off the jump level and then turn your car, like you are doing a circle on the ground. There are a number of jumps under the bridge in the northern part of the map, where you start the game.
