Once you have a gremilin tech go to menu and click inventory go to gremlin tech equip and press left bumper to use the item depending on the item it will do different things.

You can buy Gremlin technologies at the Ark or in any Gremlin meetup. To equip them, open the menu and go into Inventory, Gremlin Tech. Equip any of them and return to your game, press to use it.
