If you go about completing Operations for the main Agents, you should unlock this trophy by doing Operation: Joule (after completing the fight against Hammersmith). It is a part of the story to complete this fight, but because it is a world encounter, you will be able to get this (unlike the agent side-mission for Yeti).

Ice Barrage machines can be found in Seoul, you can open your map or the mission menu and look for them. If they don't appear, try to take over an Outpost and they should appear after that. To destroy it you simply have to shoot at it, it may have a shield sometimes.
