As you play through the game you will collect Crystal Shards and Upgrade Cores as rewards for exploration and missions. Ten Crystal Shards will fuse to make one Upgrade Core on the tenth one. Simply use one of the Upgrade Cores to upgrade the abilities of one agent. The menu can be found by entering the pop up menu, selecting squad, selecting any agent, and selecting core upgrades. Use one Upgrade Core and the achievement will pop.

Glitchy for me. I have several agents with all 3 upgrades slotted and I still don't have this achievement lol

Not unlocking for some reason and I have 4 agents with 3 upgrades
