The very short answer to this is: The shop vendors on the 2nd island when you first try to interact with them (buy/sell), they will have a quest to clear out the bandits that are robbing them. Just travel to the left and you will have about 4 bandits that I had to kill twice (they respawn after a little bit) and once you've wiped them and go back to the shop keeper it'll pop.
More Detail:
After you build the dock and boat on the first island, and you travel west to the 2nd island. You will have to first repair the power plant and power it (put fuel in it) to restore power. Once you have done this then you can interact w/ the shop keepers and the very first time they will give a quest to kill the bandits as mentioned above.
BEWARE these bandits shoot guns so be sure you have steel armor/weapons. I had the dog familiar fully healed up and he helped to tear them up. If I hadn't had him, the shots from the one bandit would have kept pushing me back to where I couldn't have gotten to him.
