Straight from the developer:
There are 18 spellbooks for the achievement, all of which can be crafted underwater:
6 tier 1 books (available immediately)
6 tier 2 books (available when the sea witch returns to the sea)
6 tier 3 books (available near the end of the magic path - including the book of translation which is unlocked before the rest of the tier 3 ones)
There are also 2 books you can unlock (Book of Healing, Book of Beacons) that do not count towards the master spellcaster achievement.

I'm going to piggyback on this solution. Here are the materials you will need to craft all of the books. Each of one of these require 6 Fish Scales and 6 Ink (a total of 114 each). Ink and Scales can be farmed in Coral Pens.
Tier 1:
Flame: Fire Tusk x6
Splash: Fin x6
Vines: Plant Eye x6
Stone: Blood Gem x6
Frost: Icy Fur x6
Shielding: Focus Gem x6
Healing: Alter Gem x6
Tier 2:
Light: Horn x6
Absorption: Helium Sac x6
Recovery: Tree Seed x6
Summoning: Diamond x6
Time: Ice Heart x6
Return: Spirit Gem x6
Tier 3: (following plus 1 Evolution Gem)
Translation: Shadow Fur x6
Meteor: Fire Gem x6
Flood: Water Gem x6
