So for me I got this when I repaired the power plant on the 2nd island. (the first one you travel to when you build a boat on starting island.) When you land on the docks, there is the dock building and then the next building is this ruined power plant, and there will be an NPC in distress with a quest to repair the building. To repair it you need 2 titanium (pretty sure that is all I needed other than coal.) which is super easy to find, just dig down in the dirt layer below the village and the chests scattered around so far for me have each had 2 titanium in them. While you are down there mining, pick up several hunks of coal so that you can power it up. Give the NPC the titanium and then go to the power plant once it's fixed to add fuel for it to turn back on, do all this and blim blam bloop you got your achievement.
