Aground

I discovered mine after I had established the submarine pen and built a submarine. I was traveling along the bottom of the ocean and came across a small pod. Once you get close you can press and it will tell you about the pod, typically read a note from the occupant and unlock the achievement.
You might be able to do this just swimming to the bottom and finding one, but this is how I got it.
