You don't actually need to build a Space Station to unlock this achievement, it unlocks naturally as part of the Story Progression. Once you journey to the Alien HQ, there is a cut scene where CaptAIn saves you and brings you to the Colony Planet. In orbit over the Colony Planet is the Space Station, this achievement unlocks when the cut scene ends.
You can also get Space Station build prints through a quest from the Ore Merchant in Sunset Haven after the bombardment, so theoretically this should also work but I have not tried it.
