In order to unlock this achievement, during this epilogue chapter you will visit all the locations from earlier in the game. First, go to the Kamakura Offices and talk to Yakuza B until you can't any longer. Once you finish talking with everyone else, go to Matsushita Diner and talk to the Nurse until the achievement unlocks.

warning it may be potentially missable if you don't visit the places in the correct order during the epilogue chapter. Once the game is completed, replaying the epilogue, after visiting any location the game ends, so it becomes impossible to visit both the Kamakura Offices and Matsushita Diner.

The order doesn't matter, I can confirm. I spoke to the nurse at Matsushita Diner while playing the game (before finishing the epilogue), and went back to the Kumakura Office after, with "reopen investigation". I also visited the diner before the office in the epilogue. So it seems like you just have to talk to both as nuch as you can.

At the end of the game in the true ending route you will revisit everyone. Exhaust the skinny Yakuza guy's dialogue at the Kamakuras first, then visit the diner and exhaust the Nurse's dialogue to reveal a relationship between these two characters and the trophy.

This trophy is earned in the epilogue of the game, during the Resolution Route: END 
route. There are two parts to this, in two of the eight locations you'll revisit during the conclusion to the game:
