This achievement unlocked for me in Normal on my first playthrough some how. I got the achievement for rescuing the explorers, left the Tundra area and saved the game. Closed the game to play something else and came back the next day. As soon as the save loaded, this achievement popped.
No idea how reliable this will be on other attempts but it's worth a try, if you've already done it in Normal mode and don't want to do it again in Hard. No guarantees but there's an off chance.
Just to mention, I haven't started a hard mode play through or a New game+. This was my very first save file.

When you start NG+ (unlocked by completing the standard game, i.e. returning the tapestry) you are given the option of 4 different town centres to choose from:
1: Default
2: The Tranquil Gardens
3: The Nomad's Orrery
4: The Great Library
As implied, these give you the effects of one of the wonders built into your town centre. For this achievement specifically, just pick default and then rescue all of the Tundra Explorers.

what does the "default town center" mean? Does that mean it can not be upgraded? I am at the end of the story for my first playthrough on hard and wondering if i can continue or i have to start over and never upgrade the town center... in NG+?

This just means when you pick NG+ you have a choice of the wonders as a starting town center. You just need the default basic one to choose from. The one you used for the base game.
