To get this Rune, you have to give Mungo the ambitious wizard a "Ripe ingredient".
The Festering Onion is given to you by helping the enchanted Rat guy that got turned into a Carrot. You can find him and his friend by falling down the hole where you find a heart melon east of your home (you can see the hole and the cave you walk out of in map). Give his friend the Gold Carrot to do that.
You can find the Gold Carrot by playing and winning Tilly's game west and south of Telekmorrs tower.
