This unlocks when you find the Blue Nymph North of the "lake lockout" compound (northwest of Llanfair).
You have to cross the "prison" area all the way west and follow the available path until you reach a cave that takes you up to the waterfalls section. There are 4 levels you have to figure out how to land in the one with the gated cave.
Once inside throw a pot or block into the water to trigger conversation with Blue Nymph
