I just replayed it and you have to look at the three pictures on the floor and table near the projector. I've updated the solution.

It’s not story related! You need to interact with 3 pictures in the office on the right side and then the switch will spawn in the middle of the room!

I don't think it has anything to do with the docs and I have no clue what pictures the other comment is talking about. I'm at this part currently and can't get the switch to spawn

you have to read the document that mentions the pull switch. then it appears.

Just for clarity here, it’s actually -5 on the elevator, that takes you to -4.
