After you acquire the Security Clearance 02 Keycard, go back to sublevel 1 (-1). You will need to flip the switch in the Panel Control Room to move the paintings around. Move to the south-east corner of the main room to where the locked door is and unlock it with the 02 Keycard (labeled "Inventory" on the map). Inside the room, you will find the Security Clearance 03 Keycard on a desk, and when you pick it up, you will also pick up the Black Rock Launcher.
