The easiest way to complete this achievement is to play the urban challenge mode and stay in one of the cars while charging up the gun. Whenever the FBI car spawns in shoot it, and it should blow up in one hit of a fully charged shot.
Your car is eventually gonna become damaged to the point where it will explode. The best way to avoid it from exploding and throwing you onto the street is to just hop into another car when you're sure you are clear.
There will be 4 enemies that will be on the map at all times and they will hop around on top of the cars. (They will always respawn)
They can't kill you while you are in a car so there's no reason to really worry about them.
Just keep changing cars and blowing up the FBI cars and it should be an easy achievement.

This achievement is easier than it looks; you’re going to want to do the Urban Challenge as it’s really easy. It’s just like the road mission from the first third of the game; you’re going to need to hop into car after car for 20 minutes. If you hold 
you’ll charge up your gun, so whenever an FBI agent’s car arrives you can instantly destroy it.
