You may very well unlock this through natural play as you progress through the game and move the ARC/APC from location to location.
If not, the easiest way to unlock this is to place motion sensors directly in front of the ARC/APC and overload them, drawing aliens to that position. Go into your map screen and as soon as the aliens reach the area, direct the APC to move to another station on the map and you'll trigger the achievement as you run them over.
Since the ARC/APC will shoot at the aliens as they come near it, it works best if you can get a few on the map and pull them all at once as the ARC/APC will take a few seconds to chew its way through them.
