Not sure if this one is a little glitched or if there is a better spot but I obtained this playing as Emily during I believe Chapter 2 when you meet Ruth in the Library. Although for me Emily didn't actually pull the gun out, I aimed at Ruth (Looked at her and held down the Left Trigger) and this popped.
