The quickest way I found to get this achievement is to annoy Mina, Steven Heck, and Conrad Marburg.

Annoying Mina is even easier with veteran dialogue options, guess her name wrong in training, and keep using aggressive stances, in the Saudi mission to bug the airfield she will gain respect for taking out Shaheeds elite, and for turning off the cameras, so leave these out if you can. At the end of the Saudi mission is where you can exploit the veteran stance by accusing her of being the insider.

Once thats done, Go to Taipei, visit Hong Shi first, which will give Heck -1, keep using professional stance and he will dislike you by the end of the first meeting.

Finally, go to rome, bug the NSA server, then go to Al Jabril's Chateau, When you get the email asking to meet, reply with agree, The NSA bug will give you Dossier on Marburg, and you can then buy another piece (He seems to be easier to annoy when you know more about him) With Marburg, keep using suave stance, except when aggressive is labelled 'threaten' You should get the achievement during this conversation.

The discription on this achievement is a little bit misleading, you need to get the to dislike you (-3) and have three people at the same time disliking you. Then it will unlock.

Also, those three people don't have to still be alive. This cheevo popped for me when Heck went to -3, but the only others who disliked me were Hong Shi at -3 and Marburg at -4, and I'd already killed Marburg.
