- During the mission "Intercept Surkov at US Embassy", after you first meet with Surkov, you'll climb up a ladder, in the next room/hallway you'll have a firefight which can distract you and make you miss Surkov's computer. Hack it.
- During the following mission, "Contact Surkov at Moscow Office" dont choose the PDA responses at all, or the convo will be shortened and you will be presented to his bodyguard sooner than usual.
- When you defeat Konstantin Brayko, let him live long enough for him to give you all the additionnal info he has on Surkov. That will unlock the real final Moscow mission (along with hacking his computer). When he's done and begs for his fife, you can then kill him if you want.
- Do NOT leave Moscow before you attempt the next mission ("Prevent Surkov's escape"), or else that extra mission will disappear. It's either a bug, or you were too late and he escaped. When you meet with Surkov again, choose to attack him. When you catch up with him, execute him.
Bonus info (credits goes to Alita360) :
1) make a savegame just when you arrive at molotek, so after getting this chievo, you can reload that save and get the other chievo for making an alliance with Surkov (only available if you befriended Grigori enough ; check the Russian Alliance acheivement solution)
2) when proceeding for this chievo, attack him when you finally face him, he'll send the bodyguard on you. which is a tough bone
3) when you intercept him finally before the helicopter, chose to execute him and shortly after the chievo will pop.

In the same mission for forging the partnership with him-when you get to the first cutscene/talk with Surkov when chasing him down either turn down his offer or end the dialogue abruptly and he'll run away and send his bodyguard after you. Kill the bodyguard and make your way to the helipad where you'll have another cutscene and shoot him in his knee while he's running, when given the option execute him and the achievement will unlock.

This and Russian Alliance are both missable achievements if you are not thorough in the game. Both achievements come depending on the choice you make at the end of the mission "Prevent Surkov's Escape". In order to even have a chance at playing this mission though, there are three requirements you must fulfill during the Moscow missions.
The first thing you must do is during the mission "Intercept Surkov at US Embassy". During this mission, after you finally meet Surkov, you will be told you must go and disable the security systems in order to leave. Following the path, after you climb up the ladder, there should be an action you can commit in this room labeled "Hack Surkov's Computer". Do that, and continue on.
Next, during you're next mission, "Contact Surkov at Moscow Office", simply talk with him. Make sure that no matter what you do, do not choose the PDA response at all during this conversation. Just keep talking to him, and about what he knows until the scene ends.
The last requirement for this achievement is during the "final" mission in Moscow, "Assault Brayko's Mansion". If you've fulfilled the last two requirements, Brayko should go on about his relationship with Surkov, and give you some more information regarding everything. Just make sure that if you plan on executing him, that you do not do so until Brayko tries to bribe you in exchange for his life and vault.
If you've done everything correctly, it'll all come down to the end of the mission. When you finally meet up Surkov, you will be given the choice between killing him, or making a deal with him. For this achievement, choose to kill him.
