The achievement description is very misleading.
The achievement is not for spending 3 hours on one level, but 3 hours of total gameplay. It only counts time you actively spend playing (I don't think idling the game with a bomb in the sling will count).
If you need to check your progress, you can select the Trophy icon on the Main Menu and you can see your current progress.
