Start breaking into houses or killing civilians until the cops show up. As they do, run and steal their squad car, and floor it! Driving like a lunatic and beating up the car will cause it to burst into flames. Keep it floored and the achievement will pop when you get up to speed.
There's no speedo in the game, but mine popped moments after it burst into flames just by accelerating off again.

This popped for me after I hit a train at low speed, not even close to 100mph.
I did notice my tracker was at 35% earlier and when it popped I'd probably been in 2 or 3 burning cars while just playing the game so it looks like the game tracks this cumulatively and you don't need to get up to 100mph. Maybe someone else can confim this is the case by checking the tracker while going for it.

Sounds to me like it's a tracking bug, where the game isn't resetting the achievement tracker if you don't make the 100% in one go. If so, that's good to know for us hunters!

I found a very simple solution for this one.
On the second island are two time trials, one with a Van and another with a pickup. Both are equipped with a boost. I did it with the Van. Get at highspeed and boost till the boost bar is full and your car starts to burn. Achievement unlocked.

I got this while recording my video. I stole a cop car and drove by them while they shot me and set my car on fire. You can see me do this in my video at 12:40
