You don't have to be successful, it counts as long as you select to Hold and not Buy.
That being said, you really should recommend to use fire weapons in order to not have a miserable time grinding this. Most of those guarantee 100% success to Hold and Attack so it's way faster than being overcome once in a while trying to be silent even with a 90% crowbar. There will be an alert but if you get out and move to the next shop it will die out on its own, whilst the occasional unlucky being overcome forces you to run away to lose the wanted status.
