You need to work your way through the maintenance section to the back where you will find the Chapel. Inside the chapel is the Pillbox Key which you can take to the pillbox. Inside the pillbox go up the ladder to find the dead foreman and his dogtag with a code to his locker. Go to mission storage and open his locker to get the wrench.

Now that you have the wrench you can go to the prison work your way around and find a vent to go through with the wrench. Use the control panel to unlock the prison cell with the german prisoner inside and go crab the cutters.
