This achievement will most likely unlock naturally by playing through the campaigns. If played chronologically it should unlock on the first Slavs mission provided you have made sure to recruit every unit along the way at least once.
A quicker way to get this achievement would be to head into skirmish games with all 4 factions and simply recruiting each unit.
