Get at least 1 star on all levels in Classic Episode 4 The Big Setup (Levels 9-1 to 11-15).
If you have problems with any level you can check the 3-star guide from angrybirdsnest below. Each video contains 5 levels, so first one is 9-1 to 9-5 (Note that this is not for the Trilogy version so there can be some differences on some levels)

You can just replay the level without using the the Mighty Eagle and the achievement will unlock!
If you have at least 1 star on all levels you will get the achievement no matter when or if you used the Mighty Eagle.
