Firstly, I would leave this achievement until after you have done all levels first then come back through on your second play through when going for the eagle scores.
Some levels you can hold down Y and just use the Eagle straight away to get 100%, others you need to use some/all of your birds excluding one to get rid of some of the environment before using the Eagle.
When you have destroyed enough of the environment then hold down Y to get your Eagle ready and fire the sardine/tuna can (whatever you want to call it) into the main area of what is left to destroy.
The Eagle will then swoop down and destroy everything in its path.
To get 100% you need to destroy nearly every bird and block in the level, some levels that isn't always the case.
You shouldn't have any trouble getting 100% in 5 levels.

Dumb question, but I can't find an answer. I've been playing for a while but still can't call the eagle, how do I unlock it?

I don't believe you unlock it, as far as I can remember you should always have the option to use it by I believe holding Y down.
