The cape is hidden in the stage Monster Madness 1: Ghouls 'n' Garbage in the second game.
In the later part of the stage is a checkpoint with a solid wall on the left side, where you would progress to the right side. You can find the "R-Cartridge" here in the top left corner (You got to jump close, because it is hidden in the shadows). To find the cape you need to continue walljumping up this wall. It is hidden behind some rocks you have to destroy with the Power Glove.
