The UBER Scope can found on the third stage"WhyWhyWhyWhyWhyWhy" in Area 52. You'll need to have acquired the Swear n'Scout prior or you'll be unable to reach the room where the upgrade is located. After your first vertical climb dodging death lasers/blocks there will be an area immediately to the left past some death blocks that align both the ceiling and floor respectively at the top of your climb. The Swear n'Scout will make this area accessible via a hidden walkway.
