Just to clarify you need to use the junk propellor vehicle to unlock this.
Edit: I unlocked this by playing user-created levels, many of which let you select whichever vehicle you want. Just play a quick instant win level 5 times with this vehicle and you're good to go.

thumbs down because you don't say where to get the vehicle, which is also useful for later levels.
