From the central statue room, where you deposit the flames, go right, up the ladder, then right five more times to the room after the one with the five hedgehogs on platforms.
Drop down to ground level and just before you get to the right hand end there will be a gap above you.
Stand central below this gap and throw the yo-yo up to attract the chinchilla from the right, above you.
You may need to play around a bit with the angle of the throw to get him over the edge on top of you, but this is where I did it on my third attempt.

Just toss a firecracker behind him and he'll come running, no fiddling required.

This achievement first requires you to obtain the Yo-Yo. Once you have it, you need to use it to lure a chinchilla such that it falls on your head. Chinchillas are the bigger animals in the northeastern green quadrant that move toward you when they see you, and you can ride on their heads.
The quickest way to get this, once you have the Yo-Yo, is to head up into the green chameleon area from the central animal statue room by going right one screen, then up the ladder, and then head all the way right. You'll go through the room with five platforms with hedgehogs circling them, and in the next room to the right there is a chinchilla in the shadows on the right side. Go below and shoot your Yo-Yo up to lure him to the edge so he drops on your head (this will kill you, obviously).
