This flame is located in the southeastern quadrant of the map, and is definitely the toughest puzzle to solve (in my opinion) to get through this whole area and get the flame. You'll again want all four items before tackling this one.
As you get to this quadrant in the southeast, your first major stopping point will be the platforms rising up out of the ground, and trying to figure out how to get down where they are coming from. To reverse the flow of the rising platforms, you need to ride them up one screen above the save telephone. There, you'll see a dog running in a wheel on the left. Use the yo-yo to lure it to change direction, which changes the direction of the platforms. Now you can ride them down into the series of ostrich boss puzzles.
The biggest challenge is the rooms with the series of platforms moving side to side, where you'll eventually find the ostrich in a wheel. This area starts with you in a room with three caged bobcats. The room to its right has the dog in a wheel that controls the horizontal moving platforms, allowing you to switch them moving left or right. You'll need them moving left to get to the left switch past the ostrich boss, but you'll notice that the vertical platforms are moving down. So, you somehow need to get back up to the original dog-in-wheel you used to change the vertical platforms to moving down, allowing you to access the boss area to begin with, and you need to switch them platforms back to moving upward, then get back down to the boss area. This requires a series of shark tubes by using the horizontal platforms moving rightward so you can reach a shark tube that takes you up to a TNT room you can open up. The vertical platform dog wheel is one screen right, and the TNT opened up a shark tube to the left that takes you back down. Use the dog wheel to make the vertical platforms scroll up again like they originally were, take the shark tube back down, and now you can proceed all the way left past the ostrich, up the moving platforms, to the switch above the ostrich.
When the ostrich breaks free in its wheel, you need to lure it all the way right, onto the big obvious platform a couple screens to the right. Step on the switch to drop the ostrich so it hits all four switches for you, allowing you access to the flame, at long last.
