Like the "Fire and Rescue" achievement this is obtainable in chapter 4 of the campaign so don't sink the enemy fleet until you've unlocked this.
There's obviously two parts to this which will come in the form of two separate quests.
The first is to destroy an enemy patrol - a simple group of 3 enemy ships.
The second is to escort a supply ship from the edge of the map to your home port then hand a letter to the Queen's flagship. During the escort phase you're going to get attacked by a couple of enemy ships so take some firepower with you to defend the trader.
If you fail in the second quest then it will eventually repeat itself so don't worry too much. You can get unlucky and the supply ship might try and sail straight through the enemy fleet at Brightwater.
Little tip. If you save and reload then the wind direction often changes. So if you're having trouble sailing into the wind then change your fate!
