This achievement can take some time, depending on how lucky you are.
You need to start a sandbox game with Carl Leonard von Malching as AI opponent and get his Diplomacy to 100 points (alliance with 90 should be enough too).
Its a bit tricky to get his points up, since you sometimes lose reputation randomly.
There are four diplomatic actions available in the diplomacy menu with chance of success next to it.
I would recommend only going for likely, high, very likely or certain.
You can also gift him money, but it can get a bit expensive, since he wants more money every time.
Once you reached Trading Rights, you can easily just trade with him to get the last points for the Alliance.
And then its just.... waiting. I left the game running for many hours and he finally gifted me some money.
Im not sure if you need to have a higher military or economy rating, but mine was lower.
I also read online that he sometimes will send over some money if you are broke (or deep into the red) but i haven't tried it myself.

This achievement is insanely random. I already spend a couple of hours in a custom game with only Carl in it. Started campaign several times as I heard that AIs in campaign can give you money at some point. But still nothing. Will continue waiting in sandbox or will go over to Inverstors there.
Update: three and half hour in sandbox game with alliance and 90+ rep score and he finally send me 3k. Was on tier 4 in terms of workers.

Yes this is very random sadly. I think I waited for like 6 hours before he finally send me some money. It’s just a waiting game once you reached alliance with him!
