The earliest point you can get this is in the "Underworld Path." You'll run into your first guard after Kit gives a monologue. Once the game teaches you how to hide, switch to Hodge, run up to the guard, and hit Y to meow. I don't think the guard even needs to be doing anything specific, as long as he can see you.
