How to unlock the Master Talent achievement in Anthem - Definitive Guide
Masterwork components drop from daily legendary contracts (the purple ones) at Grandmaster 1 or above difficulty. Masterwork weapons drop starting on hard difficulty at level 25, but the drop chance increases on Grandmaster I. Finally javelin masterwork skills drop from strongholds on Grandmaster I or above.
Once you have achieved power level 640, this achievement should unlock upon your next activity completion.
As of 3/8/19, Dislodged Puma reports that completing strongholds does not unlock this achievement. If you are having trouble unlocking, try a mission or contract.

As of (at least) 9/18/19, this has been updated to power level 740. Thanks to Guilty115 for pointing this out.
After you hit level 30 go to the store, you can buy garunteed legendary equipment for 5,000 minor shards. The bad news is the gear might not work for your javelin. Either most are universal or I had good luck. I was able to buy 4 of these and 3 worked for my ranger javelin. They also have a buying option for a specific type of javelin for 2,500 but that will only get you masterwork with a chance of legendary. I bought two and got one masterwork and one legendary.
Go to the weekly store and they will sell a few legendary items for 2,000 coins. You can also craft specific embers here that can be used for crating and tomb offerings.
Transitioning to tomb offerings, there are four tombs and each tomb usually gives a specific reward to help you narrow down where you need to go. I say usually because I went to the tomb for components and one of the things I got was a sniper rifle. It DOES NOT matter if you use the uncommon offering or the masterwork you will still get legendary gear. Kind of rewarding you for all your hard work.

So with some luck you can get this achievement after hitting level 30 without grinding for any gear. You will likely need to play a mission to get the achievement to pop, pick a random one and you'll be good to go. It does not seem to unlock doing a stronghold mission.
If you don't get lucky you can go back to the regulator store to craft embers and whatever is needed for another tomb offering or you can try your luck at missions. I played hard missions and got at least one masterwork piece every run. Try to do legendary missions and stronghold missions to get the best chance of top gear. Sometimes I would get 3 mastwork pieces of gear or better a run. You can go to a harder difficulty but I never found it was needed.
The gear score is an average of all of your gear. The higher the score, the higher the rarity. Once you have reached the Masterwork level with a Javelin, complete a mission, contract, or stronghold and the trophy will unlock at the end.
UPDATE: The patch on March 9th, 2019 raised the power level required to 640.
Javelin rarity is determined by the type of gear you have equipped. You need your javelin to have a "gear score" of 640 or higher to reach Masterwork rarity for this achievement. Item drops are determined by the javelin type you are currently using, so try to pick a class and stick with. Switching between the various classes will slow the leveling of all of them.
There are 11 gear slots to place equipment in, and you must have 10 of them at Masterwork quality and one of Epic quality at minimum to unlock the achievement. You could obviously get a full set of 11 Masterwork items to get this more easily, and any Legendary items you find will help slightly as well.
As mentioned in the Road Map, difficulty will affect the "rarity" achievements. All other achievements in the game can be done on the easiest setting, but item drops are affected by the difficulty you are playing on. Once you hit Level 30 (your class level is different from your javelin rarity) you will unlock Grandmaster difficulty. Turn this on as soon as you can to increase the chance of better drops (and play on the highest difficulty you can muster prior to this as well).
Once you have a 500+ javelin, you should be ready to tackle the game's Strongholds. These are currently the toughest encounters in the game. You will get a guaranteed Masterwork drop from the final boss of these on Grandmaster difficulty (don't increase to GM2+ despite the better drop rate, they take much longer to complete this way). You may also get another drop from enemies or chests. Continue to run these at about a half hour each with a good team until you're filly kitted in orange for the achievement. Tyrant Mines is the suggested Stronghold to farm.
If you have Loyalty Level 3 with a faction, you can also find Legendary Contracts to do, which also guarantee a Masterwork reward. Do these alongside your Stronghold grinding to break up the grind a bit and see some other content. And remember, just because you're guaranteed a Masterwork item, doesn't mean it will be for a slot you need. You could constantly get weapons when you need to fill other slots. There is plenty of RNG involved, but just keep grinding for the win.
The rarity of your javelin is dependent on your gear score, but in the case of the masterwork javelin, you will also need all masterwork gear (except for your support item). Therefore, you can have a masterwork javelin at a range of gear scores, from about 480 to 600+.
