If you gain no progress in the achievement app, you won't get the achievement even after unlocking the in-game achievement and title.
Not that hard of an achievement. Simply get shot and don't die, you'll recover health. You should have to survive damage without dying a total of 99 times.

It's actually been a bug that the achievement is unattainable since the July update.
