If you gain no progress in the achievement app, you won't get the achievement even after unlocking the in-game achievement and title.
Despite having six "game time" hours displayed under my in-game achievement section I have zero progress on the achievement app and no progress shows on TA's own tracker.
In order to be opposed to enemy players simply go on missions.

Like the other one, this achievement has been unattainable since the July patch.
