This is acquired by having fish in your personal aquarium. You can buy fish for it using gems and can also buy decorations for the tank using gems. Each of these actions gives you ribbons. You need a total of 500 ribbons or more at the end of a 3 hour slot and be at the top of the leaderboard. After the 3 hours is up, go to the leaderboard and claim your prize and a 90G achievement.

I don't know if it's a glitch, but after I caught the first four unique fish, the game let me spam X to feed them until I got enough ribbons
