How to unlock the Dual Fighter achievement in ARCADE GAME SERIES: GALAGA - Definitive Guide

In order to get this, you need to be in a stage in which an enemy has a tractor beam that can pull you up. Let it do so and once you begin with your next life, shoot the enemy that has your ship and the ship will come down, conjoining with yours and the achievement will pop right afterward.

The enemy that fires the tractor beam is called a Boss Galaga or Galagan Commander.

To clarify, shooting the boss galaga when it was at the top of the screen did not work.
I only got the dual fighters when killing the boss galage as it flew down with the captured ship in tow.

I must have formed 100 dual fighters at this point, but it does not unlock for me. Anyone else with the same issue?

+1 from me. I noticed I had to wait for the B.G. that took my ship to actually make a move and THEN shoot it to get my ship rather than just taking him out while he's hanging out at the top.

The Boss Galaga is the green enemy that takes two shots to kill. The first shot will turn it dark blue and the second shot will destroy it. They have two primary attacks. The first is a looping dive that's identical to the attacks of all the other enemies. The second is a direct dive with no looping that stops about two-thirds down the screen. At that point, the Boss Galaga will emit a tractor beam. If your ship is caught, it will get pulled up to the Boss Galaga, turn red, and become a captured fighter. Once this happens, you'll have to use another ship to shoot the Boss Galaga, releasing your fighter. Be careful not to shoot the fighter itself. The newly released fighter will zoom to the bottom of the screen, fuse with your current ship, and form the dual fighter.

Please note that it appears the Boss Galaga stops performing the tractor beam attack when there are only a few enemies left in the wave, so you can't wait until it's the last enemy. You also need to shoot the Boss Galaga while it's attacking you. If you shoot it while it's stationary at the top of the screen, the fighter is not released, and will instead continue to attack you independently.
