You can collect rubbish around the laundromat and arcade. When you have a full bag go outside to the bin.
A small power meter will appear for throwing the bag of rubbish in the bin. I found that filling the bar completely will get you 'gold' doing this.
You'll know you've done it correctly if you see gold stars and get 30 dollars.
