Once these two upgrades are purchased from the office computer, go into the PDA menu. Under options, you can change each of the zoom and run abilities to "Toggle", making this achievement considerably easier.
The achievement description is a bit ambiguous. I was only able to unlock this by running around while staring at the floor, not standing still.
Bonus: Once run is toggled on you can just go about your days at an increased movement speed at all times.

I have done this and looked at the floor forever but this is not popping. Am I missing something. Do I need to be moving or stand still while looking down zoomed in?

@Addington - It only worked for me when running around, not standing still. Updated the solution to reflect that.

Need both Blue Shoes upgrade and Glasses upgrade. Must be running around while zoomed in, only pops if you do this indoors. Will not work outside, at least didn't work for me until I did it inside the laundromat.
