I still have not unlocked everything so I am not sure if there is a weapon that needs 3 ice. I was able to get the achievement by having 3 ice elements and beating the stage without evolving anything.

This is tough only because, in my opinion, there aren't many good ice trinkets, and there also aren't any great weapons that evolve with Ice.
Your ice trinkets you should target are:
For weapons, definitely go with Storm Javelin for crowd control with its evolution. Landslide is a good choice for its damage and freezing once evolved. Hitman Goggles (if you have them unlocked) are really good with some added Size (from Magnifier). Most other weapons that use ice to evolve are pretty bad. I therefore recommend not handicapping yourself with these trinkets, and instead pick good weapons, even if you can't evolve them.

- Leather Bracers (top priority)
- Ice Tear (second priority)
- Ice Mirror (third priority)
