This achievements requires the veteran pack DLC which is free from the market place.
On mission 8 (the alternate ending) on recruit dificulty for obvious reasons. Fight your way to the end of the level until you come across Dalton.
Now the way I did it was with the SVD Sniper Rifle I sniped him in the head whilst my friend pelted him with a machine gun to stop him running around so much. You need to keep this up until he drops to the lower level (to make sure you are on time this part needs to be done in around 10 seconds as the cut scene interval is counted as part of your 40 seconds and means you need to be really quick.) Once he drops the host player should have a clear shot at him try to make it a head shot with the sniper and he should die straight away.
It will take a few tries until you get this and if at any point you feel it is taking to long don't forget you can reload last checkpoint which will bring you straight back to the start of the fight with Dalton, if you complete the level and the achievement doesn't pop you will still be able to pause and restart checkpoint.

i tried so many other guides out there. as my aiming sucks i hoped to be able to get it with RPGs. but the reload time is so high, it wasn't working.
then i got frustrated with Elite Hero's way, but my aim was getting better.
finally i decided to take off the supressor on the SVD for extra damage and that certainly did the trick.
another nice hint: doesn't matter if your partner gets aggro and even goes down. if you manage to down Dalton, the cinematic will revive your friend.
the achievement will pop inmediately, you don't have to wait for credits or anything.

If you do your professional run and finish level 8 you can just "continue from checkpoint" and go back to just the fight. So from the main menu select a fully upgraded ak-47 without suppressor and a fully upgraded svd (you can change the guns from the main menu "weapons").
Immediately after you gain control again press left on the d-pad to get your AI partner into aggressive follow mode and start shooting at dalton with your ak. he should fall down in the middle of the right side walkway. after that cutscene press lb+right on the d-pad to select your svd, move a bit to the right to get a clear shot at him and hit dalton in the head twice. done!

right im just gonna put what i did for this cheevo as i got it on my own..and as the server shutdown looms near, i figure its gonna be harder for players to get this without live.
i tried various different ways to get this using the availible guides, but there aint many out there for players going for this on their own.
when i first tried this i had stingers and a ak-47 with grenade mount... that was no good at all.
now between then and my final successful attempt i tried various combo of weapons and in the end i only used the AK-47, and heres how...
Weapon: AK-47 fully modded (except for silencers) with front grip mount
as soon as the cutscene finishes set your AI to aggresive group fire(left on the d-pad), then you (ignoring everyone else) straight away pull left trigger and open fire at daltons head as best you can, all the while slowly moving towards him (you cant go to far because of the barrier). try to get him to fall to one knee so he dont move, it can be tricky and although the recoil on AK is not terrible its enough to throw you off a bit over that distance. but just keep that site fixed on he's head as best you can and keep firing, with luck you should have him on the ground within 10secs
now imo thats the hardest part over with..
now after the 2nd cutscene your AI partner should still be on aggresive group fire, which is where you want him. you just have run to the right and into middle (reload your AK and ignore everyone else while doing this) across the otherside towards dalton, who should be busy firing at your partner. when get up the otherside try and get into a good position thats not too close so he dont notice you and bolt and get your aimed sight aimed straight at his head and open fire. it doesn't take too many bullets so he should go down pretty damn quick..
if you was quick enough the cheevo will pop just after the final cutscene starts, if not press start and reload checkpoint.
i dont think anyone is gonna do this on their 1st attempt, so expect failure.. just keep trying like i did and you should soon get it.

What I have found out is the following:
Run on Recruit, must be done in co-op. Equip both players with MLK (the last primary weapon on the list) and ALSO, equip both players with Stingers.
Now, for the strategy. When the first cutscene has ended, quickly switch to Stinger and aim a bit to the right of Dalton, fire! Don't wait till the red aim appears, that will take too long. This applies for both players. After you both have fired one Stinger each you should hear Salem say "The catwalk's gonna give in. Maybe we could bring him down." If you don't hear this after your first shot each, reload checkpoint! Otherwise, quickly reload and fire again, yet again aim to the right of him. Now he should fall through the catwalk and a nice little cutscene will appear. Once that has passed, switch to your MLK and then one of you should run across the middle towards Dalton, while the other runs down the stairs and approach him via the inner circle. Once you spot Dalton, unleash your weapons while running towards him. VOILA!
