During Army of Two, there are numerous chances to purchase weapons. They will turn up at a number of checkpoints in the story, and the weapons shop is always available while you are in the main menu.
Which weapons you purchase is unimportant, so feel free to buy the cheapest;
AK-47 - $900
MP-11A1 - $4,000
Socom MK.23 - $6,000
Note: you don't necessarily need to spend any money to unlock this achievement. Once you complete the campaign, you will be awarded some weapons. Completing it on any of the three difficulties will unlock enough weapons for this achievement. The number you are given depends on what difficulty you play on. Recruit or Contractor will unlock all* of the primary weapons, but Professional will earn you all secondary & special weapons too.

The M107 sniper rifles is one of the few items you don't get for free on Contractor level, so feel free to purchase that one without worrying about wasting your cash.
