To get this achievement, you need to shoot the enemies, so they are crawling on the floor, then melee them before they die. I found the easiest way to get the enemy down but not dead was to take out your pistol (double push Y twice quickly) and shoot them 2-3 times in the stomach. It doesn't always work but I found it the best way to do it.
A good place to do this is level 32 at the start of "Narco Hell" where you only have the pistol.

You will sometimes injure an enemy and not kill them and they will scoot around on the ground in a down state. Run up and knife them with RS.
Make sure they are down and crawling around and have not just stumbled, because it wont count unless they are actually down.

Additional info: Kills against enemies that have fallen down (BUT are not crawling/scooting) do NOT count. At times when shooting a running enemy, they'll fall down and try to scramble back up. If you rush in, you'll get the "stab a wounded enemy animation". This, unfortunately, doesn't count towards the achievement. Make sure you know the difference. Good luck everyone!

There's a checkpoint at Rally Point that I used to get this. I can't remember the name of it now that I've sold the game, but it's the one that was used for the Overkillers Mission.
Into the mission, if you go ahead and attack the guards on the right (they're hiding behind cars), your partner will down the one on the left, making him crawl. I reloaded this point a few times and each time the guy was crawling, making it an easy one to get.
I'm not sure if I was lucky or anything, but worth trying.
